LEONARD M. LUCIANO was sworn-in to fill an unexpired term as District IV Freeholder in August of 2011 and elected to his first full term in November of 2011. Born in Livingston, he currently resides in West Caldwell. Freeholder Luciano served as a Commissioner of the Essex County Utilities Authority from 2007-2011 overseeing solid waste removal and recycling throughout the county. He has been employed by the Newark Public Schools since 2003 where he currently serves as a Library Media Specialist working with elementary school students from grades pre-kindergarten to fourth grade to improve their information literacy skills. Freeholder Luciano was elected Vice President of the Newark Teachers Union Local 481 (AFT) AFL-CIO where he makes decisions on behalf of the membership in areas such as contract negotiations, tenure reform, professional development and school curriculum. He earned his B.A. in Humanities from Montclair State University, his M.A. in Liberal Arts from Thomas Edison State College, attained his New Jersey teaching certification through Rutgers University, and is currently working towards his Doctorate in Leadership & Administration at Seton Hall University.
